"There's also a separate pot of DOD money that DARPA runs called the PREEMPT program, which is related in some cases to the PREDICT program. I've heard from some people in this space that it's basically the same program officers are working on it. It’s sort of the same intent. The stated intent is to collect samples from animals in the field, and then use them to predict how viruses may evolve. We need to know whether any of the funds from DARPA's PREDICT program went through EcoHealth Alliance to the Wuhan Institute of Virology. That is the critical connection. All these cutouts that are then doing dangerous research at the Wuhan Institute, where even Dr. Fauci admitted, we don't have 100% visibility into everything they're doing.
"And then the third major funding stream, though much smaller, it's actually the most interesting and the most troubling to me. And that's through the Department of Homeland Security. The Department of Homeland Security gave the EcoHealth Alliance, Daszak's organization, $1 million to fund something called the Ground Truth Network.
"According to DHS, the Ground Truth Network is designed to, “contextualize information pertaining to biological events,” utilizing a network of subject matter experts. So DHS is giving money to the EcoHealth Alliance and Daszak. Daszak is then giving it to a bunch of his friends who are experts, and they're going to use it. He got it in 2018, two years prior to the pandemic. And they're creating this network of experts to combat disinformation in the event of a pandemic. So the US government is paying a bunch of scientists to combat disinformation in the event of a pandemic. Well, here's the problem. These are the exact same people that a year ago were telling us that the lab leak theory was a crazy conspiracy theory. So they're being paid to combat disinformation. But they are spreading disinformation.”
This program does, in fact, exist. In fact, we were able to find the RFI itself with a quick search.
NBIC is seeking market information to determine existing capabilities of “ground truth” networks domestic and globally that support biosurveillance and meet the following initial requirements:
• Provide both direct and indirect access to a consortium of subject matter experts (SMEs) with global coverage in key areas including the US, Asia, Africa, South America, etc.
• Network must contain experts in the fields of human, plant, food, environmental, and animal/wildlife health (the entire biosphere)
• Provide NBIC with the identity, background, and credibility of the source(s) from whom information was obtained, and whether or not each source can be identified & attributed in subsequent NBIC reporting and at what level (Federal partners only, SLTT, formal parties, etc).

• Ability to have SMEs interface with NBIC analysts through written documents (e.g., emails, written reports, maps, data, etc.), oral communication (e.g., phone calls, conference call, etc.), and face-to-face meetings.
• Requests for Information: Available to receive and respond (with necessary information sharing requirements) to requests for information (RFIs) within 48 hours (respond to at least 50 RFIs within the performance period )
• Written Products: Provide at least 25 written products that require additional research beyond a RFI (within seven days) related to specific topics of interest to NBIC (e.g., travel risk, supply chain contamination, etc.)
• Ongoing Updates: Provide ongoing updates in written & oral communication for at least 6 world events of interest as identified by NBIC in the areas of Infectious Disease, Supply Chain Contamination, Environmental Contamination, Natural Disasters, and Mass Gatherings.
• Oral Communication: Attend up to 4 meetings a month with NBIC analysts related to topics of interest to NBIC (up to 60 mins each per meeting)
• In-person Meetings: Provide for at least two representatives to travel to NBIC three times per year to participate in and provide consultation during subject matter related discussions
• Ability to measure how data provides value toward making a positive health impact (i.e., interventional decision-making)
Why someone as inherently dishonest as Peter Daszak was consulted for a project like this is anyone’s guess.

As part of the DHS Office of Health Affairs, NBIC collaborates with and serves as a bridge between federal, state, local, territorial, and tribal partners to integrate information from thousands of sources about biological threats to human, animal, plant, and environmental health, improving early warning and situational awareness. The result is a broader, more informed view of the threat landscape that helps the nation better prepare, protect, and respond.
Apparently, this work includes soliciting “fact checks” from people who take money from CIA slush funds to conduct illicit bioweapon research in foreign laboratories.
It seems the DHS are blissfully unaware that the terrorists are already inside the room with them.
Nathan Wolfe & Metabiota

Metabiota are directly linked to EcoHealth Alliance, which is unsurprising given that their stated objectives of zoonotic virus surveillance run along similar lines. In fact, Nathan Wolfe sat on the editorial board of EcoHealth Alliance, as well as DARPA’s now-defunct Defense Science Research Council.
However, it gets even worse.

In 2021, WEF awarded Metabiota for being a “Technology Pioneer.” He also sat on the editorial board of EcoHealth Alliance, as well as on Defense Advanced Research Projects Agency’s (DARPA) Defense Science Research Council (DSRC). Wolfe has received more than $20 million worth of funding from Google.org, The Skoll Foundation, the National Institutes of Health (NIH), the National Science Foundation, the Bill & Melinda Gates Foundation, the National Geographic Society, Merck Research Laboratories and various branches of the DoD.

Given that Ghislaine Maxwell is a known child sex trafficker, with helicopter and submarine pilot licenses, whose clients are so wealthy that they are essentially immune to prosecution for paying for sex with children, it is possible for one to speculate as to the true purpose of TerraMar; seasteading in international waters to take advantage of the laxity of the laws there.
A white steel pole rises out of the sea off the Caribbean coast of Panama, poking above the waves like the funnel of a sunken steamship. Launched into the water last month, this is no shipwreck, but the base of what will soon become a floating home and, in the eyes of its makers, the first step towards building a brave new post-Covid-19 society, out on the open ocean.

The Michigan-born software engineer turned bitcoin trader is a leading figure in the seasteading movement, a libertarian group dedicated to building independent floating cities on the high seas. Along with the bunker builders and survivalist preppers, their long-held ambitions have been bolstered by the current global pandemic. “No matter if you’re scared of the virus or the reaction to the virus,” he adds, “living out on the ocean will be helpful for these situations.”
It is not the first time Elwartowski has attempted to realise his dream of a floating future. In April last year, he and his Thai partner Supranee Thepdet (aka Nadia Summergirl), were forced to flee their first floating home off the coast of Thailand, just moments before it was raided by the Thai navy. They had constructed what they declared to be “the first seastead” 12 nautical miles from Phuket, but the authorities decided that the six metre-wide fibreglass cabin, perched on top of a floating pole, posed a threat to Thailand’s sovereignty. It was an offence punishable by life imprisonment or even the death penalty. “The couple announced on social media declaring their autonomy beyond the jurisdiction of any courts or law of any countries, including Thailand,” said Rear Admiral Vithanarat Kochaseni, adding that they had invited others to join them. “We see such action as deteriorating Thailand’s independence.”
Naturally, anyone linked to TerraMar, Epstein, or Maxwell must be exposed to the utmost of scrutiny. It immediately calls their character and their intentions into question. In light of this, why are these incredibly shady people involved in US DOD and DTRA-funded virus research across the entire globe?
Battelle has operated a Top Secret Bio laboratory (National Biodefense Analysis and Countermeasures Center – NBACC) at Fort Detrick, Maryland under a US Department of Homeland Security (DHS) contract for the last decade. The company has been awarded a $344.4 million federal contract (2006 – 2016) and another $17.3 million contract (2015 -2026) by DHS.
It’s worth noting that Battelle are also directly involved in DARPA’s N3 program, and that viruses and bacteria are not the only substances that can be disseminated in airborne, powdered form. Just as James Giordano elucidated in his speeches, nanomaterials can, as well.
Hunter Biden and Rosemont Seneca
In 2009, Hunter Biden founded Rosemont Seneca Partners. This firm has also provided funding to Metabiota and their operations in Ukraine.
Now let’s examine the alleged Hunter Biden connection. The flow chart shows a line from Hunter Biden to “Rosemont Seneca,” which in turn is connected to Metabiota, which advises governments and companies on health epidemics. There’s also a line connecting Metabiota to the Defense Threat Reduction Agency (DTRA), an arm of the Pentagon, which initially funded the Ukrainian labs. The line from Metabiota then traces to the labs.
The DTRA line to Metabiota is a tacit admission by the Russians that Pentagon funding played a role in the company’s work. The United States and Ukraine in 2005 had signed an agreement under which the Defense Department, at no cost to Ukraine, would assist the Ministry of Health in building and maintaining the labs. The United States “has invested approximately $200 million in Ukraine since 2005, supporting 46 Ukrainian laboratories, health facilities, and diagnostic sites,” the Defense Department said in a fact sheet released this month.
Note how fact-free this “fact check” is. They dismiss the connections between Metabiota and the DOD-funded Ukrainian laboratories. They devote all of one paragraph to Nathan Wolfe, and neglect to mention that he sat on the board of EcoHealth Alliance and was both a DARPA lap dog and an associate of Epstein and Maxwell.
When US Senator Marco Rubio questioned Victoria Nuland about the labs in Ukraine, her response was as follows:
"Ukraine has biological research facilities, which, in fact, we are quite concerned Russian troops, Russian forces, may be seeking to gain control of, so we are working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces should they approach."
Shortly thereafter, a visibly perturbed Marco Rubio coaches Victoria Nuland to come up with something to soften her idiotic gaffe.
Her statement carries some rather perturbing implications with it. If the research materials in these facilities are so sensitive that having them fall into Russian hands would be a problem, then that implies that these laboratories were not performing innocuous viral surveillance work, but were, in fact, conducting illegal biowarfare experiments in violation of the Biological Weapons Convention. If the materials were not sensitive, then the Russians capturing the laboratories would not matter any more than them capturing a gas station or a fast food joint.
Dark Winter
Robert Kadlec is a former USAF officer, former Director for Biodefense on the White House Homeland Security Council, and the Assistant Secretary of Health and Human Services for Preparedness and Response from 2017 to 2021.
In 2001, he was involved in the Dark Winter anthrax exercise:
Upon further investigation, key leaders of both Event 201 and Crimson Contagion, not only have deep and longstanding ties to U.S. Intelligence and the U.S. Department of Defense, they were all previously involved in that same June 2001 exercise, Dark Winter. Some of these same individuals would also play a role in the FBI’s “sabotaged” investigation into the subsequent Anthrax attacks and are now handling major aspects of the U.S. government’s response to the Covid-19 crisis. One of those individuals, Robert Kadlec, was recently put in charge of the U.S. Department of Health and Human Services (HHS) entire Covid-19 response efforts, despite the fact that he was recently and directly responsible for actions that needlessly infected Americans with Covid-19.
Other major players in Dark Winter are now key drivers behind the “biodefense” mass surveillance programs currently being promoted as a technological solution to Covid-19’s spread, despite evidence that such programs actually worsen pandemic outbreaks. Others still have close connections to the insider trading that recently occurred among a select group of U.S. Senators regarding the economic impact of Covid-19 and are set to personally profit from lucrative contracts to develop not just one, but the majority, of experimental Covid-19 treatments and vaccines currently under development by U.S. companies.
The creation of Operation Warp Speed might have been unnecessary if not for a series of decisions that now look tragically myopic. Public-health experts had been sounding the alarm about the lack of pandemic preparedness for the past two decades, but they were drowned out by concerns over a bioterrorist attack. Those fears were amplified in June 2001 when a group of U.S. officials and policymakers convened for Dark Winter, an exercise which simulated a biological weapons attack involving smallpox. In many ways, the exercise gamed out much of what has unfolded in the U.S. during the Covid pandemic, including the lack of surge capacity to treat victims and the difficulty of controlling the outbreak.
After Dark Winter came Sept. 11 and a series of highly publicized anthrax attacks in the U.S., ushering in a new round of government spending to ward off a bioterrorist attack. Emergent, then called BioPort Corp., was the lone producer of the only FDA-licensed anthrax vaccine. The federal government soon began stockpiling millions of doses.
After the Amerithrax attack of 2001, a little-known company named BioPort run by a guy named Fuad El-Hibri was the sole producer of an FDA-licensed anthrax vaccine, which the government bought in huge amounts. Incidentally, Robert Kadlec and Fuad El-Hibri are pals, which is why Robert Kadlec, in an act of obscene cronyism, made sure that Emergent BioSolutions (the renamed BioPort) received preferential contracts to produce COVID-19 vaccines, despite their incredible incompetence:
It's important to note the FDA's inspection last year took place before Emergent kicked off its COVID-19 work, a company spokesperson said via email. "We have worked and continue to work closely with the federal government in support of the COVID response. These FDA observations were addressed and reviewed in detail with FDA during their recent site visits in September 2020 and February 2021," he added.
At the time of the inspection, the FDA noted that “separate or defined areas to prevent contamination or mix-ups [were] deficient" for materials that needed to be discarded. Specifically, it said Emergent had relegated lots to a reject cage without providing a rationale. The company also failed to affix reject labels to certain scrapped materials, the FDA found.
In its day, El-Hibri's BioPort was part of the largest private biotechnology firm in the world, Porton International. It got the rights to sell vaccines and other products developed by the U.K. government-run laboratory, the Centre for Applied Microbiology and Research (CAMR), on commercial markets.
In addition to the anthrax vaccine, another well-known CAMR/Porton International product is the anti-wrinkle product botox, made from botulinum toxin. In 1997, Porton International was spun off in a partnership with the defense contractor, DynCorps, which created the DynPort Vaccine Company. A former employee said of El-Hibri’s business:
“You have to realize: BioPort and now DynPort, these are arms dealers. They are part absolutely of the military industrial complex. This is their business. They are selling to a captive audience: the Defense Department. That's all-American. All these defense contracts—they are boondoggles—and that's the American way, to make as much money as possible.”
The identity of the perpetrators of the 2001 anthrax attacks in the US remains a topic of debate. Peter Jahrling (one of Ralph Baric’s colleagues and a major figure in the US biodefense network), in suggesting that the anthrax contained bentonite and pointing the finger at Baghdad, may have condemned half a million innocent Iraqis to death.
The Epstein Connection
BioPort was the sister company of DynPort, which was spun off from the defense contractor and PMC, DynCorp. Incidentally, DynCorp is the same company that was accused of human trafficking in Bosnia. A documentary was made about this, entitled The Whistleblower:
In a meeting with the assistant US ambassador, a panicked Hanif Atmar, the interior minister at the time of the episode last June, warned that the story would "endanger lives" and was particularly concerned that a video of the incident might be made public.
The episode helped to fuel Afghan demands that contractors and private security companies be brought under much tighter government control. However, the US embassy was legally incapable of honouring a request by Atmar that the US military should assume authority over training centres managed by DynCorp, the US company whose employees were involved in the incident in the northern province of Kunduz.
Were they barred from receiving US State Department contracts because of this misconduct? No, they were not. As a matter of fact, the US State Department condones its PMCs engaging in child sex trafficking.
In fact, DynCorp are also the same company whose OV-10 Bronco crop dusters were loaned to the US State Department for anti-narcotic cocaine destruction operations in Colombia. One of them happened to share a tail number, N474AW, with one of Jeffrey Epstein’s helicopters that he used in New Mexico:
According to documents filed in the U.S. Federal Court in West Palm Beach, Florida in 2008, Epstein shared the tail number of his Bell Long Ranger 206L3 helicopter (tail number N474AW) with a U.S. State Department OV-10D Bronco. According to the Federal Aviation Administration (FAA) registration database, Epstein's Bell helicopter and the Bronco owned by the ****U.S. State Department**** and contracted to the private military company ****DYNCORP INTERNATIONAL**** both used the same identification number.

It means that Epstein was using an FAA ID (think aircraft license plate) at the same time that a US military aircraft was registered with one.
The FAA’s own databases do not show a Bell 206 LongRanger ever having been registered with the tail number N474AW, but Epstein’s flight records do. This is like using the license plate off of someone else’s car.
The media would have people believe that child traffickers like Jeffrey Epstein are merely eccentric billionaires who commit their crimes in relative isolation. They are not. They are deeply entwined with other wealthy socialites, the Intelligence Community and the Military-Industrial Complex.
Jeffrey Epstein was an intelligence asset. His purpose was to compromise world leaders with blackmail. The Soviets used to call it Kompromat. The CIA refers to them as Brownstone Operations.
The CIA embroils politicians in sex scandals involving minors and then surreptitiously records it. They then use this as blackmail leverage to puppeteer the politician. They do this with business executives, activist leaders, celebrities, and other public figures including news anchors. If they go against the CIA, their reputation is destroyed by a doxx and other scandalous revelating (Brian Williams, Dennis Hastert, Bill Cosby, etc). Now, these people are not innocent. They did something bad, but there is an intelligence incentive to do this, which in some cases may very well blur the line between criminality and entrapment.
Is it really such a mystery how Epstein became so powerful? Not a single hedge fund manager claims to work with him. People have tried to find the source of Epstein’s wealth, yet it remains elusive to this day. It is obvious to everyone Epstein was the agent responsible for carrying out brownstoning operations which many claim were done on behalf of the Israeli Mossad.
By virtue of the role of many Mega Group members as major political donors in both the U.S. and Israel, several of its most notable members have close ties to the governments of both countries as well as their intelligence communities. As this report and a subsequent report will show, the Mega Group also had close ties to two businessmen who worked for Israel’s Mossad — Robert Maxwell and Marc Rich — as well as to top Israeli politicians, including past and present prime ministers with deep ties to Israel’s intelligence community.
One of those businessmen working for the Mossad, Robert Maxwell, will be discussed at length in this report. Maxwell, who was a business partner of Mega Group co-founder Charles Bronfman, aided the successful Mossad plot to plant a trapdoor in U.S.-created software that was then sold to governments and companies throughout the world. That plot’s success was largely due to the role of a close associate of then-President Ronald Reagan and an American politician close to Maxwell, who later helped aid Reagan in the cover-up of the Iran Contra scandal.
Years later, Maxwell’s daughter — Ghislaine Maxwell — would join Jeffrey Epstein’s “inner circle” at the same time Epstein was bankrolling a similar software program now being marketed for critical electronic infrastructure in the U.S. and abroad. That company has deep and troubling connections to Israeli military intelligence, associates of the Trump administration, and the Mega Group.
Robert Maxwell, Ghislaine Maxwell’s father and Jeffrey Epstein’s mentor, was deeply involved in the Inslaw PROMIS scandal, which investigative journalist Danny Casolaro lost his life digging into:
Though Israeli intelligence found obvious use for the steady stream of sensitive and classified information, their biggest prize was yet to come – top secret government laboratories in the United States. Eitan tasked Maxwell with selling PROMIS to US labs in the Los Alamos complex, including Sandia National Laboratory, which was and is at the core of the US nuclear weapons system. Notably, the eventual sale of PROMIS to these laboratories by Maxwell occurred during the same period in 1984 when Eitan tasked one of Israel’s top experts in nuclear targeting with supervising Jonathan Pollard’s espionage of U.S. nuclear secrets on Israel’s behalf.
In order to plot how he would accomplish such a feat, Maxwell would meet with none other than Henry Kissinger, who told him that – in order to sell PROMIS to these sensitive laboratories – he needed to enlist the services of then-Senator for Texas John Tower, who was the head of the Senates’ Armed Services Committee at the time. Maxwell quickly struck a deal with Tower and then, using Mossad money, paid Tower $200,000 for his services, which included opening doors – not just to the Los Alamos complex, but also to the Reagan White House. Tower would arrange a trip for Maxwell to travel to Sandia National Laboratory, where he would market PROMIS. Unlike most other PROMIS sales, this one would not be handled by Degem, but a US-based company called Information on Demand.
This is, of course, why Robert Maxwell was found dead back in 1991, floating face-down in the water next to his yacht. It’s why Jeffrey Epstein, a life-extensionist and Kurzweilian transhumanist who professed a fear of death and wished to cryonically freeze his brain, somehow broke his own neck by kneeling strangulation with his own bed sheets in one of the highest-security federal detention facilities in New York in 2019.
